windows下的utf8文件头部字节

Microsoft自己为了方便识别utf8文件格式，在这类文件头部加入了efbbbf 几个字节。称为UTF8-BOM。

其他平台则没有这个现象。处理这类文本的时候需要将efbbbf先过滤掉。
